HWS exists to extend the safety net into the home by providing social, mental and medical support to aging and disabled residents under one roof.
  • Northwest Pilot Project (NWPP) advocates increasing the supply, affordability and accessibility of housing. They advocate with government entities including the City of Portland, Multnomah County, the State of Oregon, and the federal government. They also direct their advocacy at housing authorities, for-profit and non-profit building owners/property managers, and the media. NWPP has links to affordable housing and immediate housing/shelter on their website.

Washington County Disability, Aging and Veteran Services (DAVS) recently launched a brand new position, the DAVS housing advocate. Yvette Potter will work with homeless adults with a focus on helping the aging, disabled and veteran communities navigate the process of securing housing and supportive services. She will assist people with both temporary and permanent housing resources to help them stabilize and move toward independent permanent housing and self-sufficiency. To qualify, individuals must be homeless or at risk of becoming homeless within 14 days. Priority is given to adults over 60, those who are disabled, and veterans of any age. Ecumenical Ministries of Oregon Metro HomeShare Program helps Home Providers stabilize and retain their housing, while offering access to affordable rent or services to Home Seekers. In a home share arrangement, they work with Home Providers to identify their needs, which may include financial burdens, loneliness, or inability to live alone and complete everyday tasks. They also work with Home Seekers who may be unable to qualify for traditional affordable housing options, facing homelessness, and cannot afford market-rate rents. They then facilitate the matching process until a homeshare agreement has been made. In addition, forms for Medicaid application call for numerous informational items that range from person to medical and financial. Medicaid Application Requirements in Oregon

In order to apply for Medicaid or Medicaid-based programs in Oregon, applicants will need to complete an application for Medicaid and attach any and all required identity verification material. Oregon Health Plan Customer Services will verify all information submitted during the medical coverage application process. Residency information, income information, and immigration status information will all be verified prior to acceptance.

Medicaid applications require proof of citizenship, first and foremost. Individuals who are not United States citizens will be asked to provide proof of their immigration status at the time of their application for Medicaid. Candidates who have a legal alien residency or permanent residency immigration status are not eligible for Medicaid in Oregon, but are eligible for an alternative program aimed at insuring individuals with legal alien or permanent residency status. These programs include Citizen Alien Waived Emergent Medical (CAWEM) and Qualified Medicare Beneficiary coverage.

Parents who apply for Medicaid for their child or their children will need to provide the Social Security Numbers, as well as residency information, for each minor included on the application. Proof of enrollment in school is considered proof of Oregon residency for minors under the age of 17.

How to Apply for Medicaid Online in Oregon

Online Medicaid applications are both easy and convenient to complete. The state of Oregon has worked to ensure its website and online benefits portal is easy to navigate. The Oregon Health Care website is an online portal that allows residents to access potential benefits 24 hours a day.

To apply for Medicaid online candidates will need to create a master login username and password. A Social Security Number and identifying information will be needed to confirm an applicant’s identity. Note that the online Medicaid application system is both private and secure.

Applicants can apply for Medicaid benefits once the account creation process is complete. Have Medicaid application required items nearby for fast completion of forms. During the Oregon Medicaid application process, candidates will be asked for identifying information including work history, address, immigration status and household details.

An Oregon Medicaid application is processed through a federal verification process; the state will confirm information and ensures data is correctly entered. Once Medicaid application forms are submitted, they will be reviewed by the Health Systems Division and a decision on enrollment will be made.

Applicants will be able to check the status of an application for Medicaid once it is submitted. It should be noted, however, that it can take several days for statuses to change. Those who apply for Medicaid based on disability should allow up to 90 days for their applications to be processed. Disability claims take longer to process due to the need to collect medical information from the applicant and his or her medical professionals.

If approved for Medicaid, beneficiaries will receive an insurance card within 30 days of submitting an application, or within one week of the application being approved. If denied medical coverage, candidates will receive a letter outlining the reasons for denial. Medicaid applications that are denied can be appealed. Alternative, low-cost insurance policies will be offered in lieu of Medicaid coverage.

An application for Medicaid that is mailed or faxed to OHP customer service is processed as it is received. Allow up to 30 days for a Medicaid application to be received by mail or fax. Applicants will hear back within 30 days of an application’s processing date. Those who are approved for coverage through the Oregon Health Plan will receive an insurance card within one week of their approval. Individuals who have been denied coverage will receive a letter explaining why their coverage application was denied. Under federal law, individuals who have been denied coverage have a right to appeal the decision.

How to Apply for Medicaid in Oregon by Phone

If filing Medicaid application forms online or by mail is not ideal, candidates have one final option. To apply for Medicaid by phone is convenient for those who do not have internet access and for those who cannot physically complete Medicaid papers on their own.

Residents of Oregon can choose to apply for Medicaid over the phone through the Department of Human Services and its partners. Applicants who are interested in a Medicaid application by the phone should call 1-800-318-2596, Monday through Friday between the hours of 9 a.m. and 5 p.m.

Because of the high volume of calls the department receives on a daily basis, and the amount of time each application takes to complete, applicants should expect a wait. To expedite the call, have required information and verifying documents ready beforehand.
